Special Priorities for Funding All previous years grant projects must be closed out before new grants can be funded. Signed Memorandum of Understanding must be uploaded to project file prior to award. Memorandum of Understanding Form Qualification Requirements: Exceptions: If the GMS was completed in a previous year or at PETS, or if your leadership has been involved in DDF grant applications and closeouts the past 5 years you do not need to complete the course.
